Whoever uploaded the video footage, thanks very much. When did this actually happen? It looks to be near Barangay Hindag-an or Lepanto in St. Bernard. If anybody from these two barangays has a better video footage, kindly upload it as well.

What occurred is a water spout. It is an intense columnar vortex (usually appearing as funnel-shaped cloud) that occurs over a body of water and is connected to a cumuliform cloud. In its common form, it is a non-supercell tornado over water and brings the water upward. It's relatively weaker than its land counterpart, the so-called "twister" in the movies.
