The bell's ringing so much because you never know if someone stupid is committing suicide by standing on the rails, waiting to be hit by the streetcar. The bell is supposed to warn them that: "Danger!! Get away from the tracks! I'm coming through!" And for those that still stand there, the driver's only choice is to confront them.
the reason we sound the bell is to alert people the streetcar is coming into the loop, otherwise you wouldnt hear it coming up behind you. its for safety not to annoy
In addition there is a streetcar horn, which most have now.

Ugh, too much bell! Shut that thing up. Sounds like it's on a program or something! Twice in a row, once in a while, is fine.
