Sometimes even people as available and giving as Dolly Parton have to escape the crazy demands on her person and time. Otherwise, she would go insane. I'm sure everybody agrees that she has always whenever possible made time for fans, not to mention all her charity appearances. Today, it is even more difficult as every individual has a phone or camera or whatever and wants a piece of a star or to be one themselves.

Dolly is a very busy lady, and as with any major celebrity, they don't always have time to stop and sign autographs or take pics with fans. I know at least with Dolly, she tends to have a more organized and planned event for fans to meet her, get autographs and take pics. I met Dolly backstage in Aug 2008 after being a fan for 26 years (went to see her in concert for the 5th time). She's a sweetheart and truly loves her fans. I'm sure it can be overwhelming for any famous person.
