Hahaha the ironic thing is all of those horrible shows are gone..cartoon network finally made a few smart moves, and in my opinion is still the best place to watch cartoons, if your wondering those shows were replaced with things like adventure time, the misadventures of flapjack, and chowder. Transformers: Animated is, for me, the gem of today's shows on Cartoon Network. It's the only one I watch on CN, now. You said you were a Teen Titans fan, right (me too)? Same people made this. I think you'd appreciate it.

And as for why it's back, there could be numerous reasons. (IMO: Mainly because of the new live-action movie's popularity and for toys). As for the human-like characteristics? I don't know. You get over it; the characters are so lovable.
