No your incorrect. If you observe on the overhead panel there is a NO sign slash through the cigarette. Its a permanent marking that does not illuminate. I ride on them all the time.

The cockpit door is open because the aircraft is still on the ground. The announcement is the boarding announcement and the passengers are not seated yet. The operations agent goes from the jetway to the cockpit to take care of the paperwork on the ground. When the doors close, the cockpit doors will also close and stay close for the duration of the flight.
