In the anime she is Sailor Galaxia's star seed that she sent out ot find someone to help her and to defeat chaos. In the manga she is actually Sailor Cosmos - who has been confirmed in an interview as the ultimate form of Sailor Moon - that has gone back in time to fix the future torn apart by the war with chaos.

Ok everyone I know what Chibi Chibi is because I've read the manga. She is the Alternate Usagi who made a mistake and ended up losing everyone she loved so she went to Usagi in the world to stop her from doing the same. Anime Chibi chibi is Galaxia's star seed which is annoying cause they changed too much from the manga.
