Journals don't usually pay authors nor reviewers. They only pay their own permanent scientific staff, which are very few people, and non-scientific staff that such as graphic designers and stuff.
I'm against for-pay journals because the scientifc work (authors, reviewers, editors) is always given away, but scientists have to pay to access the same journals.
There are already some very good journals that are completely free, but this is still only available in some fields of science.

Anyway, I'm glad some reputable researchers are finally making a free, reputable resource to share data/workflows in a meaningful manner without wasting time going through journals, which many have to pay for.
Journals (like newspapers) claim to stimulate the field by paying the authors, i think you'll find that by extending the authorship to all you'll find many more who are truly passionate in their field, regardless of pay.
