to get cars in game you have to download mods and no you can't use the turret HOWEVER you can shoot from withing the BTR its self

No, it can't shoot. You may download OGSM Final Ultimate or Priboy story mod to drive it(in other mods with transport APC's windows are closed)

They were originally going to be in the game, but GSC decided to pull them out of the game late into the development. You can still get them in the game by installing a mod though.

You need one of the vehicle mods out there, then stand by the door and press the use key if I remember correctly.
