@scompo It was only a single-sided board so he could not have soldered them on the other side as there were no pads there, and if he had put them on the other side the pinout would have been wrong or they would have been in the way of something. That's my guess anyway.

Liquid Tin is a product of MG Chemicals. The tin plating is optional, but it makes the PCB look much nicer and is easier to solder to, so it's definitely worthwhile.
