i only wahted for 5 seconds and can already tell that lvl is much better than mine first level beacuse when i made my first level i didnt even have everything

Do you mean "Thermometer"? The pink thing at the side of the screen?

If you do, that is there because it shows you how much stuff you can have in your level. When it reaches the top, you have to delete stuff or stop building.

Yeah, I did.

You can press Square and get the tweak menu, then set how many are allowed to come out. I think its near the bottom of the list.

No, this is the "Beta" of the game that was not available to everyone, its just a testing version without all the features and levels.

This was before the game was released. I got a key to be able to play the testing version. It was limited and not everyone got in.
