J. Pat o'malley did the voice of colonel hathi. he also provided the voice for buzzie the vulture in "The Jungle Book", jasper and the colonel in "101 Dalmatians", tweedle dee, tweedle dum and the walrus and carpenter in "Alice in Wonderland", and cyril proudbottom in "The wind in the willows"

The funny thing is, in the book, Hathi is a wild elephant. But there is a chapter separately about animals being used in the army, with a long verse and everything, which is clearly what the disney version is based on.
I work at the horse racing track near my house and go in early to watch the horses workout. I listen to the elephant march as they go past and I can't stop imagining the horses chanting as they jog! LOL!!
I would imagine if the Elephant Patrol made a third appearance in the film, they'd continue to find Mowgli not realizing he's already in the village (in the end of film)
@ moatguy I used to think that he'd said "When the Mancub gets excited...", but at that point Mowgli wasn't "excited"... But he may be when the trumpeters (elephants) start trumpeting with their trunks.

I believe this part of the movie is based on Rudyard Kipling, who wrote The Jungle Book. Kipling served with the British Army in India in the 1880s, thus the "Victoria Cross in 88" bit. He was also British, hence the British accent on the elephants.
We played a Disney mix with Colonel Hathi's March in concert band. Yup...the entire fflute section got up and marched around the band room during rehearsal. And our band teacher? Chanting out the orders as we marched. Ah...band...
