I'm teaching ESL in Korea and I can say that most Korean's speak very little English after 10 years of classes so I'm betting this is problem with the Korean golfer more than anything. They just don't try to speak at all.

Who will be the administrator of this English "test?" That's very important. It cannot be allowed to be a subjective test where one can arbitrarily say, "you pass, you pass also, but you and you don't."

There has to be an independent 3rd party review and monitor. Otherwise, young S.Koreans who are trying to make their way up are doomed, no matter how good they are, in golf and English.
