After some thought as to the physical properties seen in this perplexing anomaly I feel there may be some logic behind your statement that it is indeed something sinister and of the hand of man. We can note the available variables; A)elements in the atmosphere B)the spiral blue vortex like ray emanating from the earth C) the end product or reaction ie the cloud. A+B=C. A could be H2O
