I want to know what happened before this...there's obviously more to the story. I heard one of the policemen say "Remember me? I'm the one you told your mom put handcuffs on you." I'm just guessing here, but maybe the kid had lied and told her mom that, and they decided to make it the truth to teach her a lesson. Not that I agree, but it seems like that's what might have happened. Something my mom would think was a good punishment. I don't believe in "scaring" a 10 yr old straight though.

Handcuffing protocol usually falls under a police department's SOP, or "Standard Operating Procedures". If the SOP's dictate that the officer must handcuff anyone that is to be taken into police custody, then the officer must follow that guideline. I'm not sure what the SOP's are but it could be a very real possibility.

Secondly, I blame the school. If they need police intervention for a five year old, then they are incompetent teachers.
