Renee Zellweger did a good English accent for Bridget Jones' Diary, as did Elijah Woods and Sean Austin in LotR. There are a number of American actors who are actually quite capable of speaking in a convincing English accent, but I suppose the atrocity that was Dick van Dyke's attempt at a cockney accent in Mary Poppins scarred us for life and many are far more critical of Americans speaking BrE than they are of English speaking AmE.

Cockney is spoken by people who originate mainly from East London, James is not an east end cockney!, other areas of London have different dialects, the South of England is a large area with lots of different accents and dialects.....this is closer to what we in England call Queens English or posh!
The thing is it's not just his accent, his actual voice also changes... it's definately lower. He sounds totally different not just with a different accent.

AH jamie, jamie, jamie! You always surprise me! This guy does an amazing american accent, his french is near perfect and he's BRITISH!! And of course his muscular body and witty comments are why girls love him so much. He's also obviously a great actor. I hope to see him in other shows or movies now that BSG has ended.

Though I have heard English actors doing American accent properly, I can't remember ever coming across American actors doing English English at all.
