Your wrong there is a flag / pennant authorized to fly above the American flag, its "Church" pennant, when services are performed on board US vessels.
When the colors are flown at half mast the top blue field will be at 3/4s from the top, unless there is a yard on the mast then the blue is at the yard. When the colors are flown suspended over a street the stars will be to the north or east depending on the street direction
Google "NTP-13B" the US Navy flag manual you will see other display examples your not familiar with...
