The Civil Protection metrocops are just plain humans with suits and voice modifiers, so yeah, they talk to each other. But the Combine Soldier, the infantry for the Earth branch of the Combine military, they're all modified and brainwashed and there's no turning back. They don't talk at all unless transmitting combat updates to the Overwatch dispatcher.
