I'm not sure Freescape counts as the first 3d engine, but it is surprisingly modern in many respects; besides basic movement, everything is scripted. It's an assembly-type language dressed up as a procedural language (moreso on the 16bits), but it is there. That, the visual editing tools and the fact that you could release your own games with it (post-3DCK) possibly even make it the first licensed 3d engine?

@80Thom80 I've been looking around, and I cant really find any earlier examples of a full 3d engine. I'd say that this indeed was the first.
