Why not make an inverted hard mag pouch with a mag release button like the button on an M16? Or, sort of like a Serpa holster. Then you could eliminate the Power Ranger test.

I use Tactical Tailor 3 mag panels, stacked in 2 rows. They are open so you get your mags fast and the strap secures them from get lost. They also have PALS webbing on the front so you can add other pouches on it or stack them on each other like i do.

If you are speaking of the issue double-mag pouch, it can be done, but would have low 1 mag retention. There is a reason why you don't see anyone doing your suggestion. Shingle mag pouches are the closest equivalent, but they have their own issues as well.
From my experience in warfighting (which includes taking Fallujah in Operation Phantom Fury) as an infantry fireteam leader, it is more realistic to have a magazine angled to your side, slightly upwards, with the concave side facing downwards.
@milspecmonkey nevermind the part about not using full mags, i see they are full.. but do you know if a m14 mag would fit, if you could test that would be cool beans...
This is too funny but that is exactly the kind of testing that should be done. Have you tried rolling around on the ground and crawling to see how that affects things? Also have you tried getting in and out of a vehicle quick to see if it snags on anything or jabs your legs? Also would landing with your feet closer together make a difference or do a paratrooper roll?
All and all a good test. I wish everyone was this detail oriented.

If I understood correctly, a horizontal mount is possible with a Tactical Tailor 45 or 90 degree panel.
