The problem is that this agreement will force the other countries to enforce DMCA style copyright laws, bypassing any local governmental procedure, such as a sitting the house in Canada (where I live). They (the RIAA/MPAA/etc...) know it won't get by the governments of other countries, so they're attempting an end-run around the procedures, which is why this has been secret until recently.
