The only exceptions I can think of where they don't tune down is performances of Any Other Day on the Lost Highway Tour and performances from the mid-80's.
You have to realize that Jon is 48. The song is only from last year, but he is singing these songs night after night, and if he is singing them as they are on the CD that will strain his voice. They play 2+ hour setlists and they usually are very drained at night. And on the lip syncing thing, look at some TV performances from 2000. They are lip syncing. I don't like it, but sometimes they do. They even did a playback concert in 2000 where they did the 1986 version of Prayer. which was funny.
1 exception to that - Journey did, in the first part of 2006 when their singer at the time (Steve Augeri) had basically lost his voice, but Neal Schon and crew refused to stop touring ... and it was a big controversy and they were ripped by their fans. But Def Leppard, Cinderella, Winger, Motley Crue, and Jackyl (who I love!) all do it live
Twinsfan - Wow ... ok ... Let me tell you something, NOBODY from their era lipsynchs ... they all do it live .. All the 80s bands are known for their live performances, still today. This song is already low .. and down the 1/2 step it really loses it's drive, compared to the radio version. Lazy, on Jon's part ... but "Livin' On A Prayer" downtuned still sounds great. I couldn't believe it, with the new song
Great song ... but really Jon? » Tuning down a 1/2 step, to Bflat, on this one? .. It's already in B (the recording), the vocal on it hoovers right around middle C sharp, the whole song ... yet you got ta sing it down a 1/2 step? Lazy ass

@Padarack1 They do that on almost all of their songs when they perform them nowadays. I don't mind it. It proves to me that their not lip-syncing
