It's because Williamson knows there's Roma has a client in the office (Jonathan Pryce) and as the manager, he can't say what he really wants to say to Arkin's character (the F word). ha!
I wouldn't credit williamson with that at all. especially after he tells Pryce's character that his contract is in and secure- essentially messing up Roma's deal. I think he's simply trying to get rid of Arkin's character as calmly as he can and this is his Williamsonian way of doing that.
@habaman I'm not so sure about your take on that. If I remember correctly you don't really know what to make of Spacey other than being consummately managerial and straight-laced until he is in the car with Levine and accepts... no, demands a bribe. This scene reflects him under pressure from multiple directions and still staying in control. Is this scene before or after the car in the rain scene?
