@nowmythoughtsare - They were testing an experimental jet fuel called anti-misting kerosene (AMK). AMK was meant to turn into a thick gel when subjected to a strong shock (i.e., in a crash) to prevent it from misting and mixing with the air, and creating an explosion. Needless to say, the AMK fuel ultimately failed with this test; because it exploded and burned just like regular fuel.

They were also trying out new seat harnesses, hence the reason for the crash test dummies.
