That's subjective. I will say that the screen is nicer on the Tour. Both interfaces and OSes have their ups and downs. I think the keyboard and non-touchscreen on the Sprint BlackBerry Tour is less clumsy than the Intrepid. If you want Windows Mobile, I think the Ace offers a similar form factor but no touchscreen and that's a better in my opinion.
In what way? I've been using 6.5 on my Touch Pro for a little while now and I added a handful of new rows/tabs when I've used that home screen.
You can consolidate the notifications (phone, e-mail, text, voicemail) into one row. You can add a row for your radios (bluetooth, wifi, airplane, data). You can add a row to lauch apps, view tasks, change profiles, etc.
Microsoft even launched a website that allows you to create custom home screens and colors for the whole phone.
I forgot to mention that you can still use third party software like SPB Mobile Shell to customize your phone.
On the custom ROMs that I've used, you can still opt for the old school WM5&6 home screen that had the time and date at the top in a small row, followed by the amount of tasks, e-mails, texts you had, and the current date's appointments.
There's still a TON of customization that can be done on 6.5.

You can always change the theme, background on Windows Mobile. You can also move the icons as well on the Start Menu.
