Who cares about the attendance a team draws, the point of the new sallery cap is to balance out the league so that the teams with less attendence can compete with the teams that have a lot of attendence. Even if the sallery cap rule weren't in effect, the devils would still dominate cuz of their gm and scouts look at what theyve done, madden and rafalski, both undrafted free agents, and oduya who no one ever thought would be in the nhl.
