MJ in 98 was more a jump shooter and back up turn around fadaway shooter, so Payton could not play him at all at the post with MJ size advantage. Hawkins was at least taller able to pump. See MJ's turn around jumper at 7:13 on Payton. Payton could not guard him at all when MJ has his back to the basket.
