Definitely a Raven I here this exact noise all the time in Algonquin Park, you can watch the Ravens make this noise. Crows do something similar but it is no where near as loud.
Where did you hear this? We live just off March Rd in Upper Huntley & hear this all the time. We've googled every damn bird call we can find & it's driving us nuts. We call it "the sonar bird".
Definitely not a saw-whet... i just spent 7 hours outside roaming a nature preserve to do callback surveys on these guys, lol

It sounds like a Raven or a Great Blue Heron both birds make a deep noise like that.

Yes, saw-whets have a more frequent, more even, and higher pitched call.
