Your observations are correct. A lot of times the CW/WB have actors and actresses often the young fresh-faced ones, on contract. They do a lot of in-house hiring. For example, if there's a new series producers have to have a certain number of in-house hirings. So when CMM got written off of GG, he was called in automatically to audition for OTH. Or like Alona Tal in VM and then she got hired on SPN. Jensen from DC then SV and finally to SPN. And so on and so forth.
