@kageorge25 yes, but a lv 160+ can sell you them... you see these skills are dropped in the map Porta Inferno Aka door to hell and it is tradable so as a lv 160 i can get it as a drop and sell it to a trascender for about 3.5mil

@bejbejbej1 Nope , they are Transcender which means you can get them at 90+ lvl

However there is problem ... i think you cant get this from the instructor , but youll have to ask some1 to get them from the new map - Porta Inferno .
