do people have to register before every vote? are people not generally registered? in austria we have to register were we live (if you for example study in vienna but are registered in graz you dont get to vote for the viennise major but for the one in graz, and you'd have to order a voting card for graz ...) and everyone gets their poll location information sent by mail
In Austria you are registered automatically. The same goes for my country, Israel: When you get your ID issued, at the age of 16, you are also automatically registered as a voter in your region (though you only acquire the right to vote when you turn 18). In some countries this registration process is not automatic - you have to do it yourself. If I'm not mistaken, the only state in the US where you don't have do register is north Dakota.

Go look up "southern strategy." Along these same lines there's also a quote by Lee Atwater on his wikipedia page worth reading.
Part of this strategy was, when the Civil Rights Act passed, to make it as difficult and obscure as possible to vote.
Basically the right-wing in this country is racist and ruthless as hell.
