no you never put clips on an olympic bar unless you have a spotter with you. In case of an emerency, you need to tilt the bar and let the weights drop to the floor rather than rise serious injury

lets say his knees gave out when he squatted to the parallel point, he wouldve collapsed and with 1.5 inch bar guards on the sides they wouldve broke with that much weight and he would be crushed. nobody should ever max out alone
2.) What the heck are straps going to do? You must mean collars.
3.) You don't need a spotter when you're in a power rack; if you miss the lift, you just set the weight on the pins. That's the whole point of the apparatus: safe lifting without spotters.
