@ericpage420 you can, but it works best if protected from the environment like rain and wind, gives them a chance to get it before it's dissolved away into the ground. I usually use it inside, put in small container. I usually leave it out in mixed in enough water to dissolve it so the workers eat it and I leave it in a mixed then dried form for the workers to take back to the nest for the young and queen to eat. effectively kills the whole nest if done right.

The powdered sugar ensures that the fire ants don't avoid the borax, which when exposed to humidity (like in a busy ant hive), dissolves into boric acid. Boric acid does two things, first, it softens chitin, the primary constituent of insect exoskeleton... and egg shells. Second, it will completely dissolve the joints of insect exoskeleton, causing them to bleed out. So what it does is cause the colony to make soft, fragile eggs, and bleed.

I too hate fire ants. I was almost killed by fire ants out in the South West, my native land. Why not just dump some of that in their mound and mash it? that would probably be better. You can also use scalar weapons to deter them and protect your self.
