This isn't the official english dub. It is a fan dub that somebody did a while ago, and then someone else mistook it for the official dub and started posting on all the anime sites. It's pretty obvious to tell because even the worse dubbing companies don't sound like this, no offense to whoever made it but. Also if you pay attention it's the same person voicing each character.
