For the same reason you don't feed the bears at Yellowstone. Otherwise they get bigger and stronger and will come back when they're hungry again and carry off pets and small children. We don't have anemic crack-head pigeons like you do in NY. Chicago pigeons'll gang up and strong-arm you for a bacon rind.
