I use Photoshop too and I can't get the same effects, unless I blend with the airbrush tool. You'll need to lower flow and hardness to blend well.

Photoshop CS4 isn't free, but I think you can get it for free if you bought a tablet. I don't know, because I use the mouse and I didn't get it for free '^^

when you're coloring the picture i've noticed that when you color on top of the lines.. do you use layers or do you duplicate the picture(s) so that the line stays there even when you color over it.?

oh, if you want to color over the lines, just use the option/layer "multiply".
