It's a version of Sailor Moon using people, not animation/anime...I'm not sure what exactly the animation in Sailor Moon is referred too.

At least that's what I think it is...

If Anne Boylen was a main character in this movie (i havent watched it) the man about to be beheaded is the supposed lover of hers and Henry found out, hence the punishment.
