Missouri had the best answer. Oklahoma and Tennessee didn't give serious answers. North Carolina gave a decent answer but needed to expand on the 'why' part of the question. South Carolina messed up. At first, she said "Absolutely not." and then elaborated on why celebrities SHOULD be given the right to voice their opinion. This is how I would rank them:

Miss USA: Missouri

2nd: North Carolina

3rd: South Carolina

4th: Tennessee

5th: Oklahoma
