did you replace the valve oil seals (at top of valves) I had same problem with mine. Also if threads holding on carb to head are no good air gets in and bike won't rev out
Definately burning oil - this means the rings, the bore or the valves are worn. Do a compression check and if this is low you have to remove the head and check for wear. Be careful not to drop the cam chain down into the crankcase.

Also I totally rebuilt the cylinder head, replaced the piston and rings, valve stem seals, and it still was acting like this! I also put in a Keystar carb kit. White smoke= oil burning. Check that you have not over-filled the oil. Make sure the bike is vertical (not on the sidestand) when you check. If it is above the line, drain the excess oil. If the oil level is okay, then you need new rings. Even if compression is ok you can still be getting oil into the combustion chamber
As far as not revving, pull out your spark plug. It will be full of black gunk from all the oil burning. Clean it up, or better still, replace it.
This is easy , 1 you are an idiot and 2 you need a new bike .

you must have washed the bike when the engine was still hot
it might have spoiled the piston rings
specially the oil ring

You said that U replaced the piston and the rings and all the seals. My opinion, that you put the oil ring onto the piston turned. Check it!

i'd strip the carb down,check the jets and also make sure the clip hasn't fallen off the slide needle

It has really good compression, that's why I have to stand on the footpeg to start it. and the oil level is staying the same.
