probably the WACOM, i use a WACOM, it's the best quality, any of their range would be worth getting though the intuos 3 is exceptionally good

Seriously. In recent times colouring has transformed into an art all its own. Penciling, colouring and inking. All of them arts. Amazing stuff.

a good program is hypercam 2 its out now, if ur comp is good it may handle it well and then you would have to figure out how to speed it up. it records your screen.

I use Photoshop CS 1 along with a Wacom Graphire A5 tablet.

Try googling for some digital painting tutorials if you want more info. They were very helpful to me.

That's Adobe Photoshop, it is in stores but it costs around $600. If you work at a company that uses it, you can use it there, or at your school (if you go to one). There are other methods of getting this program, via torrents, but that would be illegal! ;)

What's your PC specification? You can download the trial of Photoshop complete suite 3 from the adobe site... its a 30day trail. There is a way to unlock it I'm told....
