I read your description. It seems as though every hotel with those Schindler HT fixtures on a 400A have all of the floors locked. Anyways, they do that because it is cheap, efficient, and legal considering fire code, although somewhat ineffective towards tailgating if there is no security system backing it up. What you said is a fire code issue. If you had security doors on every floor, you would have to make a stairwell accessible from the elevator lobby.
