I'm sure this is James Barnard's 1999 score for 'Nosferatu'; a former composer for the classic Hammer horror films. It is very reminiscent of Glass' minimalist compositions (and interestingly predates Glass' own 'Dracula' soundtrack for the Todd Browning classic), but this isn't Glass' work, I think.
the song is titled "ICCT Hedral" and I think he was born, I am not certain, aborted collaboration between Philip Glass and Aphex Twin, you can hear on the album by Richard James " I Care Because You Do "... there are two versions, orchestral, the latter, and techno remix ...

That's true. Philip Glass made the new score for Tod Browning's "Dracula", starring Bela Lugosi. Bernard made the score for Nosferatu. Both works are quite similar and are often compared.
