I have a question, I stretch my own canvas and build my own frame but when I use the sand paper technique the pressure from sanding weakens the canvas and sometimes leaves a bow in the canvas where the pressure was applied. What should I do or should I paint on a harder surface when I want to do that technique?

Cool idea. One thing I must point out though, as I use spray paint frequently, is that some spray paints and acrylics do mix. It also depends on the spray paint. Ones like Krylon or Rusoleum enamel paint would create that effect.
so this is almost a foggy effect im wondering if the sand paper would ruin the texture of underlaying acrylics lets say i have an image painted in acrylics with multi layers on it could i do the water downed layer on top of that and sand it away without ruining the initial image is there the need for spray paint? if so im sure its something a acrylic sealer couldn't fix

I think if you use really fine sandpaper the imagine underneath shouldn't be effected too much(whether it's acrylic or spray paint). It all comes down to how much you rub back and the grade of sandpaper. I have not tried the technique just using acrylics so i am not sure if it would work as well because having a layer of spray paint resists the acrylic layer making it easier for the paint to be sanded back..if u know what i mean! But just experiment with the idea and adapt it to what you want.
