Seven originally couldn't dent King Joe at all, and the fight was really about him stalling for time until the Ultra Garrison showed up with the Righton R-33 bomb at the end.

In their rematch in the 90s series, Seven threw everything he had at him and barely won. King Joe is a hardass.

Short answer: Tsuburaya Pro wanted him to be visibly different from Ultraman. In-universe, Seven and Ultraman came to Earth for different reasons (Ultraman's basically a cop, Seven's a mapmaker), and not only that are of different races (Silver and Red, apparently, although this isn't referred to as much nowdays).

King Joe?

It is easy. Do these -

Fight with King Joe until the time is 2:00. But, don't even let him pick-up any cargo ships! There are only two cargo ships. At the start, a cargo ship is just beside him. So, press circle.

He will kick-jump at King Joe. Don't worry if the cargo ships are destroyed. Now, if the time is at 2:00, a car will come with a rocket. You will see a target at King Joe's center. Now, push him near the car until the target appears again.

Press X and you can fight him! Easy.
