it depends what kind of work that NGO is doing....some of them do (like most of the NGOs fighting for the rights for women) and some dont (like some of the NGOs promoting education in country)
You are right brother that there were many NGOs in kashmir especially but apart from them their job was improve the living standard of people. They were actively involved after earth quake too, so y it didnot happen again.
