Let me put this to all of you in order of scale.

Team Rocket wanted to, you guessed it, take over the world.

OF COURSE

Team Aqua/Magma wanted to expands the landmass/oceans and kill thousands of people and pokemon. (but more so pokemon with Team Aqua)

Team Galactic wanted to DESTROY THE UNIVERSE AND REBUILD IT IN CYRUS' IMAGE WITH HIMSELF AS AN ABSOLUTE GOD.

Everything you said was accurate, except for Magma/Aqua.

Magma wanted to expand land for more people and land-dwelling pokemon to live, and shorten the are of Water pokemon, NOT KILL THEM.

Aqua wanted to expand the sea, as a habitat for more water pokemon, and less for humans/land-dwelling pokemon, NOT KILL THEM.

They were pretty harmless beyond that goal.
