Just some comments:

It is way faster to do the paramedic missions in the small city where you begin the country missions and you seriously do not need full health before that.

2 even though it is impressive that you know the tag locations so well you would still finish them faster after you get the jetpack.

Yes, some places takes so long to get to by foot. Like things on roofs or in tunnels or like the one sprayed 4.10 into this video. Even normal places consumes a lot of time when you have to run half a block to get there.

Since there are 100 tags you easily earn back the time you lost for taking the jetpack to los santos instead of using the hydra.

You can get 100% with cheats. Just don't use ped altering codes and stuff like that. But you won't get the bonuses from 100% if you do it with cheats IIRC.

have u heard of the ns.liberty city ghost town? u can get the only in the mission where you fly to liberty city. when you get outside you can use mgajump cheat to get over the wall then walk around a bit then u should fall in to water somewhere in there should be the oyster. it was told once in cheatplanet.

It is a lot easier to do the ambulance missions a little later, when all the countryside opens up. There is a medical centre in the town in the southwest corner, and all the victims have to appear in the town limits, a very small area. Much less hassle involved there.
