I think that Palpatine is the most evil movie villian because of the fact that he always succeeded in most of his intensions. He succeeded in ruling over a galaxy for many years, killed many people and aliens and built a death star weapon to destroy planets which is WORSE THAN TERRORISM. He was responsible for Anakins transformation into darth Vader and through him destroyed almost all the jedi. I have never seen a villian who rules a galaxy and destroys planets so he is number 1 in my list.

Lord Darth Vader is a great movie villain, but I view him as a tragic fallen hero, not the classical bad guy. I view Palpatine as the foulest of them all. The Nazis which you mentioned, are historical figures, IMO they shouldn't count. Carpathia is from a propaganda fiction, which I find offensive. So the Emperor should be first. Second should be the Joker, who is terrible and third should be Freddy Krueger.
