Yeah, after living in various cities I've seen many addicts hanging around train stations, parks, etc. My point is that they should be helped if they want to get clean. If they don't want to quit, then give them as much as they want for free.
Of course society has a natural way of ostracizing addicts, so they should have places to stay. Churches can provide flop houses for ones who are non-functional. They can even provide rooms for them to shoot-up (like in, e.g., Rotterdam).

Its better to have a sociaty abuse meth. instead of cocaine. Overdoses on cocaine are fatal. In an over doses of cocain doesn't mean you took to much, the drug builds up in your system and then whamo your heart races out of control with no way to stop it till your heart explodes.Cocaine is like a ticking time bomb you never know when it going to go off. The goverment should properly inform people of the hazards. Here in the Netherlands soft drugs is legal, but only a small percentage use it, far less than in countries where it is illegal. This is because people know about the risks, and its publically seen as something stupid to do because of this.
