Of course it would have. The rear rider should only be going that fast if he wanted to overtake and he did a poor job of that.

What happened here is rider #2 was going too fast for the corner, and rider #1 was riding slower than him. Maybe rider#1 is morr inexperienced, either way, rider #2 over cooked the first one and hit him, rider #2's fault.
Even if rider #2 was more experienced he should have been able to judge rider #1's speed and adjusted accordingly.
@Bigboomer And other rider should LEAN! Lean to the left like the back rider was going to... LEAN with the optimal speed, but front rider was scared and pull the brakes like IDIOT! Because he dont know to ride.

If rider #2 knew how to ride, he would have gotten off the brakes at the last second, and passed rider #1. He didn't because he was fixated on rider #1. Rider #2 rode beyond his skill level, and paid for it.

@Demiser500 Keep this in mind if you decide to ride or drive:If a vehicle collides with a vehicle in front,then the rear is to blame,he should have kept proper speed and distance than will allow him to completely stop without hitting the front, no matter how hard the front one decides to brake.

The second rider should keep longer distance and brake earlier because he was entering the final corner too fast.
