Actually, he wrote the SONG as an apology for forgetting her birthday, back in 1987 (they were in the middle of recording THE JOSHUA TREE and he got really into recording something at the studio, and it was too late to take her out that night so he wrote the song). They made the video years later, and decided to use the whole "this song was an apology" idea for the video too.
